GAZA, Palestine, May 4,2006 (IPC+ Agencies) - -Secretary General of Arab states league, Amro Moussa stated yesterday evening that myriads of troubles are facing the League in transferring aids to the Palestinian people, adding the issue is tackled with President Mahmoud Abbas and is scheduled to be dealt with the PNA foreign Minister Mahmoud Al Zahar.

About the prospect of aids transfer to the presidency office in full transparency, Moussa said, in press release, "the Arab states league has no objection but an agreement among the Palestinians should be in order to send money straight to PNA workers."

The bureau chief of the Arab league secretary General Ambassador Hisham Yousef explained earlier yesterday in Cairo that the Arab League is going through troubles over aids delivery paid by some Arab countries to the Palestinian National Authority. The Arab league examines the options of paying overdue salaries for 165,000 workers straightly in each employee's account in an attempt to cope with the sanction.

Palestine permanent observer at Arab League, Mohmmed Subeih elaborated that the issue is underway discussions with the Germany bank after the rest of world and regional banks were blocked bowing to America pressure, but he pointed out there are uncertainties and $ 1.5 million will go only money rate .

Subeih added one of probable suggestions is to pay money to the Palestinian Presidency, warning of another American block intending the collapse of the Palestinian National Authority within a few months at this time "the country that calls for democracy heartlessly punishes the Palestinian people."

Even if the collected sum of $70 million by the Arab League transferred, it would be less than one- third of the subsidies enable the Palestinian government to pay due salaries for March and April as the needed total sum id $240 million.

On the other hand, Javier Solana High Representative for the Common Foreign and Security Policy, Secretary-General of the Council of the European Union placed the blame squarely at the Israeli shoes rather than the European Union for growing humanitarian crisis in the occupied Palestinian territories.

Solana was reported to have said in Brussles yesterday that withholding the worth money in behalf of the Palestinians come from customs and taxes revenue payment by Israel is the pivotal cause of worsening the humanitarian situation in the Palestinian territories.

He also exculpated the EU policy with Hamas from the evolution of humanitarian crisis as the EU has poured half of the due aids in 2006 to the Palestinians.

The Palestinian territories have been experiencing fore more than two months strangulating economic sanctions although the economic situation is already drained out, in addition to the hermetical seal of the commercial terminals of the Strip, withheld of clearances payments worth to PNA and the destruction of PNA infrastructure, another pressures are being practiced by the international community in particular Israel and USA including suspension of PNA aids in the pretext of bowing Hams to the Israeli and international demands.
