What is the role of Federal Reserve as creditor?

Evidently, the Federal Reserve holds the largest piece of the National Debt pie. Wonder how the twists and turns of the creditor-debtor logic set that up. Is the Federal Reserve a creditor of the United States ?! In what sense ?
